Royal Caribbean’s plans for Perfect Day Mexico, its massive private cruise destination in Costa Maya, have hit a temporary roadblock — not because the project is canceled, but because a judge wants more questions answered first.
A regional court in Quintana Roo has ordered construction to pause while additional environmental and land-use reviews are considered.
The ruling came after a legal request from a local environmental organization that says the scale of the project deserves closer scrutiny before work continues.
Why the Judge Pressed Pause
The suspension stems from concerns raised by the advocacy group Right to a Healthy Environment (DMAS).
Importantly, the group is not opposing the destination itself, but argues that legal and environmental safeguards must be fully addressed before irreversible development moves forward.
Their main concerns include:
- Mangrove protection: Mangroves play a critical role in coastal ecosystems, helping with water filtration, erosion control, and storm protection.
- Local infrastructure strain: Questions have been raised about whether existing sanitation and water systems can handle a large influx of visitors without negatively affecting nearby communities.
- Land-use compliance: The group wants confirmation that zoning and urban planning rules are being followed precisely.

- In August 2025, a Change.org petition calling for protections for the nearby fishing village of Mahahual gained major traction.
- That petition — now with 350,000+ signatures — also highlighted worries about pollution, water resources, and preserving local culture.
Like the current legal action, the petition focused on responsible development, not stopping the project outright.
What Royal Caribbean Is Planning in Costa Maya
Perfect Day Mexico is designed to be one of the cruise industry’s most ambitious private destinations.
According to Royal Caribbean’s vision, the site would include:
