Investigation Criticizes Cruise Ship’s Handling of Deadly Storm Incident

A new investigation into a tragic cruise ship incident has revealed serious concerns about how a storm emergency was handled onboard Spirit of Discovery, a ship operated by Saga Cruises.

The report examines events that occurred during a 2023 Canary Islands cruise, when violent weather struck the vessel while it was sailing through the Bay of Biscay, a stretch of ocean known for its rough seas.

The storm caused the ship to roll violently, injuring more than 100 passengers. One of those injured passengers, an 85-year-old guest, later died after suffering a severe spinal injury during the incident.

Authorities have now released the results of their investigation, and the findings highlight several problems related to decision-making, medical response, and safety procedures onboard the ship.

A Violent Storm in One of Europe’s Roughest Waters

The incident happened during a 14-day round-trip cruise from Portsmouth, England, which had departed on October 24, 2023.

While the ship was returning from the Canary Islands, it encountered extremely rough conditions in the Bay of Biscay, located between France and Spain.

During the storm, the ship faced:

  • Waves reaching 10 meters (about 32 feet).
  • Strong winds and turbulent seas.
  • Sudden rolling movements across the vessel.

One of the most serious injuries occurred when Trevor Gilks, an 85-year-old passenger, was sitting in a high-back chair as the ship lurched violently.

When the ship rolled during the storm, the sudden movement caused him to fall backward, resulting in a severe injury to his neck and spine.

He was quickly taken to the ship’s medical center, where the crew began evaluating his condition.

Initial steps taken by the medical team included:

  • Taking an X-ray of his neck.
  • Sending the images electronically to a radiologist on shore.
  • Attempting to determine whether his spine had been damaged.

Unfortunately, the remote specialist was unable to confirm whether the injury involved a spinal fracture.

Despite this uncertainty, no additional X-rays were taken or sent for further evaluation, something the investigation later criticized.

Storm Conditions Prevented Emergency Evacuation

Normally, a passenger with a suspected spinal injury might be evacuated to a hospital by helicopter.

However, the severe weather conditions made that impossible.

Because of the dangerous seas and strong winds:

  • A helicopter rescue could not be attempted.
  • The ship had to continue sailing toward port.
  • Hospital treatment was delayed.

As a result, the injured passenger did not receive full hospital care until the ship eventually returned to Portsmouth.

Tragically, he died four days after sustaining the injury.

More Than 100 Passengers Were Hurt During the Storm

The investigation revealed that the incident affected many other passengers onboard the ship as well.

In total, more than 100 guests required medical attention following the violent rolling motion of the vessel.

Reported injuries included:

  • Broken ribs
  • Fractured hips
  • Shoulder injuries
  • Head trauma
  • Various cuts and bruises

The large number of injuries created a situation that overwhelmed the ship’s medical team.

Investigation Finds Medical Response Was Inadequate

The report concluded that the ship’s medical team struggled to respond effectively to the large number of injured passengers.

Investigators identified two major issues:

1. No mass casualty plan was activated

Despite the unusually high number of injured passengers, the ship did not implement its mass casualty response procedures.

Without this system in place, medical staff became stretched thin trying to treat dozens of patients simultaneously.

2. Spinal injury was not identified quickly enough

Investigators also found that the delay in diagnosing the spinal injury contributed to the passenger receiving suboptimal medical treatment.

Because the severity of the injury wasn’t confirmed early enough, appropriate treatment may have been delayed.

Propulsion Problems Made the Situation Worse

The investigation also revealed that the ship experienced propulsion issues during the storm, which made the situation even more dangerous.

According to the report, the violent movement of the ship caused the propellers to briefly rise out of the water — a phenomenon known as propeller exposure.

This led to:

  • Propeller overspeed
  • Automatic engine shutdown
  • Loss of propulsion

Without full propulsion control, the ship was more vulnerable to the powerful waves, causing even stronger rolling motions.

Route Changes Made the Ship Enter the Storm

The investigation also looked at the decisions made by the ship’s crew and shore management before the storm hit.

Originally, the cruise was scheduled to make its final Canary Islands stop in Las Palmas.

However, as the storm approached, the captain and the cruise line decided to skip that port and head to La Coruña in Spain instead.

The plan changed again when La Coruña closed due to the storm.

At that point, the ship made the decision to sail directly back to Portsmouth, which required crossing the Bay of Biscay in heavy weather.

Investigators later said the planning and coordination around these decisions could have been handled more effectively.

Safety Recommendations for the Cruise Industry

Following the investigation, officials issued several recommendations aimed at improving passenger safety across the cruise industry.

Two key recommendations were directed toward the global cruise industry association.

Medical staffing improvements

Passenger ships should increase the number of medical personnel trained in Advanced Trauma Life Support (ATLS).

This type of training helps doctors and nurses respond more effectively to severe injuries.

Furniture safety during storms

Cruise ships should also update policies for securing furniture and equipment when sailing in heavy weather.

Loose furniture can become dangerous during sudden ship movements.

Officials Say Cruising Is Still Very Safe

Despite the severity of the incident, investigators emphasized that cruise travel remains one of the safest forms of vacation travel.

Accidents involving large numbers of injuries are extremely rare in the cruise industry.

However, the report highlights how quickly conditions at sea can change — and why preparation and emergency procedures are so important.

Officials noted that the lessons learned from this incident could help improve safety protocols across the entire cruise industry.
