But sometimes the weather has other plans.

When a cruise ends up with rain, clouds, or rough seas, a common question comes up: Does the cruise line owe guests a refund or compensation?

The short answer is no — and that rule applies across the entire cruise industry.

Why Rain Doesn’t Qualify for Compensation

However, there are two exceptions:

  • If an entire cruise is canceled, guests receive a full refund.
  • If a cruise is cut short because the ship can’t return to its homeport on time, guests are compensated for the lost days.

In both cases, the refund isn’t about bad weather — it’s because the vacation itself couldn’t operate as planned.

The Logic Behind the Policy

If cruise lines started offering refunds for rain, it would open the door to endless disputes, such as:

  • The weather was too hot.
  • It was too windy.
  • It was cloudy instead of sunny.
  • It was humid.
  • It rained during pool time.

Once compensation becomes tied to personal weather expectations, there’s no clear line to draw.

That’s why cruise contracts clearly state that weather conditions are not grounds for refunds.

What Does Get Refunded?

While the cruise fare itself isn’t refundable for bad weather, shore excursions are different.

If a tour is canceled because conditions make it unsafe — such as rough seas, heavy rain, or strong winds — guests do get their excursion money back.

That refund usually appears as onboard credit or is returned to the original payment method.

So while the cruise continues, guests aren’t charged for activities they couldn’t actually take part in.

The Bottom Line for Cruise Guests

Bad weather can be disappointing, but it isn’t something cruise lines can control — and it isn’t considered a failure of service.

No matter the cruise line, rainy days, cloudy skies, or missed ports due to weather are not refundable.

The best approach? Enjoy the indoor spaces, shows, dining, and activities onboard — and remember that even a cloudy cruise is still time away at sea.
