Carnival Cruise Line is facing scrutiny after maritime officials boarded one of its ships in Australia following alarming allegations from crew members.
The unexpected inspection took place on February 9, 2026, when the Carnival Encounter docked in Darwin during an ongoing Southeast Asia cruise.
The investigation was triggered by a whistleblower, believed to be a crew member, who submitted extensive complaints detailing harsh working and living conditions onboard.
These concerns were passed to the Australian Maritime Safety Authority (AMSA) through the Maritime Union of Australia (MUA), prompting officials to board the ship and assess the situation firsthand.
Crew Complaints Include Extremely Low Pay and Difficult Living Conditions

According to reports shared with authorities, crew members described multiple troubling issues affecting daily life onboard.
Some of the key allegations include:
- Workers earn as little as $2.50 per hour.
- Long shifts lasting up to 10 hours per day, often without adequate rest.
- Overcrowded crew quarters, which allegedly contributed to the spread of skin infections.
- Limited access to free drinking water, with some crew required to pay approximately 70 cents per bottle.
Union representatives stated that they had received hundreds of similar complaints since mid-2025, suggesting the problems may be widespread rather than isolated.
The whistleblower’s claims painted a picture of crew members struggling with demanding workloads while receiving minimal compensation.
Carnival Responds as Inspection Sparks Public Attention
The boarding of the ship quickly attracted public and media attention, putting Carnival Cruise Line under pressure to respond.
In its official statement, the cruise line emphasized that safety inspections are a normal part of operations and expressed cooperation with regulators.
Carnival noted that maritime authorities regularly conduct inspections to ensure compliance with international standards, and the company said it supports such oversight.
However, union officials argued that this inspection represents a broader effort to address worker treatment across cruise ships operating in Australian waters.
They vowed to continue pushing for better protections and conditions for crew members.
Ship Continues Voyage as Investigation Develops

Despite the investigation, Carnival Encounter continued its scheduled itinerary after departing Darwin.
The vessel, which can accommodate approximately 2,600 guests, was in the middle of a 13-night sailing through Southeast Asia.
Following its stop in Darwin, the ship proceeded toward Indonesia, with planned visits to Bali and Lombok before concluding its journey in Singapore on February 16, 2026.
Authorities have not yet announced whether any violations were discovered during the inspection.
Carnival Encounter: Recently Joined Carnival Fleet
Carnival Encounter has an interesting history. The ship originally operated under P&O Cruises Australia as Pacific Encounter before being transferred to Carnival Cruise Line in March 2025.
As part of the transition, the vessel underwent upgrades to include Carnival’s signature dining, entertainment, and onboard experiences.
Today, the ship sails primarily from Brisbane alongside other Carnival vessels operating in Australia.
The outcome of the current investigation could potentially impact future operations and highlight ongoing discussions about working conditions across the cruise industry.
